Though your suggestion for the eyes is a fine idea, it’s really not necessary if you create and save very small brushes for the program.
Use a very small, tight brush and you can reproduce the eye as tight and accurate as the photo itself as you want…depending how tight and precise you make your brush. I usually use a tight brush but then at the end loosen it just a tad to make it more painterly.
